It is for instant coffee, hot tea, hot chocolate or making hot soup. Of course this feature is not really necessary since you can always use the microwave to heat the water you want to use.

If you are into nostalgic décor, you might choose a crock water dispenser. It will sit on your counter and hold your beverage and dispense it but it will not cool or heat the water for you. Crock water dispensers are mostly chosen by people who want to save energy and still have their water handy for dispensing.
